Protect America’s Strong Tradition of Giving to the Safety Net

As a clinic in the healthcare safety net, you are providing much needed access to health care services for medically underserved individuals, children and families in Colorado.  While ClinicNET’s affiliates are diverse in model, most are nonprofit organizations that do not receive federal funds and rely on charitable donations to support the critical work they do on a daily basis.

As the Administration and Congress take up tax reform, deficit reduction and the fiscal cliff, we want to urge them not to impose any limit or cap on the charitable deduction, including the proposed cap limiting all itemized deductions at 28 percent for certain taxpayers.   Many taxpayers who itemize take fixed cost deductions first -- such as state and local taxes and mortgage interest -- and a cap would leave them little to no room to deduct their charitable contributions.

The charitable deduction is different than other itemized deductions
in that it encourages individuals to give away a portion of their income to those in need. It rewards a selfless act, and it encourages taxpayers to give more to charities than they would otherwise have given.   People give to worthwhile causes for many reasons—incentives such as tax deductions being among them. Tax incentives make more and larger gifts possible, and those incentives do have an impact on donors.

According to a 2012 report by the Center for Civil Society Studies at Johns Hopkins University, nonprofit employment represents 10.1 percent of total employment in the United States in 2010, with total employees numbering 10.7 million. Keeping charitable deductions at the current rate allows the middle class, as well as those who are more privileged, to participate in maintaining and creating jobs in safety net careers, which offer critical services to local communities and address urgent needs on a broader, national basis.

America’s economic recovery requires a strong philanthropic sector whose role as an investor in innovation and supporter of safety net services is more important than ever for a faster, sustainable economic recovery.   Now is the time to maintain incentives to support the crucial work of the nonprofit community.

Please take the time to contact Colorado's Congressional delegation. Click here to find out how to take action and for more information.

Effective Outreach Strategies for Enrolling Adults without Dependent Children with Incomes Up To 100% of Federal Poverty Level (FPL) in Medicaid

"As the nation prepares to offer health care coverage for new segments of the population, it is increasingly important to develop efficient and effective outreach strategies to ensure that these new population segments have the opportunity to learn about, apply for and access such coverage. In Colorado, one such population segment is Adults without Dependent Children (AwDC) with incomes below 100% of the Federal Poverty Level (FPL), who will become eligible for Medicaid in 2012. Historically, AwDC with incomes below 100% FPL in Colorado have faced specific contextual challenges in accessing affordable health coverage. In order to ensure that AwDC with incomes below 100% FPL are both aware of new eligibility guidelines and benefits available to them, as well as how to enroll in and access those benefits, the Department of Health Care Policy and Financing (the Department), the state agency responsible for managing the program, has contracted with JSI Research and Training Institute (JSI) to conduct a series of focus groups throughout Colorado to inform potential outreach methodologies..."  Click here to read the full report.  [Source: Colorado Department of Health Care Policy and Financing]

Looking for Storytellers

Insuring our Future is a broad partnership of organizations that share a common belief in the value of Medicaid to our state’s overall healthcare system and a conviction to work to improve, strengthen, and grow its utility for Coloradans who need it most. As part of their effort, they are working to capture the stories of people served by Medicaid and CHP+. It is their goal to capture the “typical” experiences of individuals and families served by Medicaid and CHP+, including both the positive impact as well as some of the areas in need of improvement.

Insuring our Future wants the stories gathered to be authentic and balanced representations of their experiences. It is their hope that the stories will be easily identifiable by average Coloradans, so they don’t have to be about extraordinary or extenuating circumstances. The stories can be from current, past, or potential future enrollees in Medicaid and CHP+. Insuring our Future is committed to gathering a diverse range of stories including stories from young and old, rural and urban, as well as those served by the different components of Medicaid. Some of these stories may be used to educate Colorado policymakers on the value of Medicaid and CHP+.

Insuring our Future has hired a professional writer and photographer to work with individuals who want to share their story. Ideally, the writer and photographer will meet storytellers in their homes or community and spend a few hours with them to really understand and capture their experiences.

How you can participate:

1. Identify potential storytellers.
2. Refer the storyteller(s) to Aubrey Hill at Colorado Coalition for the Medically Underserved

If you have any questions or concerns, please contact Aubrey Hill at 720.583.1760.

Safety Net Challenges In Delivering Accountable Care

"As defined by the Affordable Care Act and subsequent rulemaking, Accountable Care Organizations (ACOs) are accountable for the cost and quality of care for a defined group of patients. In return, ACOs are able to share in savings that may result from providing cost-effective care, and they sometimes bear risk for excessive spending as well.  While originally intended for Medicare beneficiaries, public-sector ACOs have drawn considerable attention from many states as a vehicle for potentially providing more accountable, cost-effective care to Medicaid and uninsured populations.  At least ten states have already launched or are scheduled to launch Medicaid ACO initiatives..."  Click here to the full article.  [Source:Health Affairs]

Solo-Provider Practice and Rural Clinic Make the Switch From Paper Medical Records to EHR

"Studies show that office-based medical practices are migrating to electronic health record (EHR) systems in record numbers. Practices foregoing paper medical records for EHRs are motivated by ARRA incentives and increased pressure from the Centers for Medicare and Medicaid Services (CMS)...

Colorado Safety-net Clinics Dedicated to Health Information Exchange

"HIE fits nicely into the medical home care model, helping providers track patients after they leave the clinic.

Metro Community Provider Network (MCPN) and Clinica Family Health Services are both safety-net providers in Colorado, meaning they offer services to patients regardless of their ability to pay. Most of their patient population is uninsured or covered by Medicaid. With more than 800,000 Coloradans currently lacking health plan coverage, these clinics are a vital part of our community...

The Medical Assistant (MA) staff at MCPN spend a lot of time trying to track down patient records — so they’re enthusiastic about getting records automatically through the HIE. MCPN is now talking about how they can utilize MAs for other areas of patient care, like patient education and outreach..."  Click here to read more.  [Source: CORHIO]

Webinar: "Patient Charting and Documentation in an Electronic Health Record for Nurses and Allied Health Professionals"

When: Friday, November 16, 2pm ET

This webinar focuses on how nurses and allied health professionals use electronic health records (EHR) for patient charting documentation. These individuals are usually the first clinicians that patients encounter to assess their healthcare needs and concerns. This assessment often includes documenting patient data into an electronic health record and chart to provide the patient’s care team with accurate information to help identify treatment options. As health centers, critical access hospitals, and rural health clinics increasingly become meaningful users of health information  technology, it is critical to train, support, and fully integrate nurses into system and clinical transformations. Webinar presenters include two nurses who will share their experiences from a health center and primary care perspective, as well as from that of a rural provider viewpoint.  Click here to sign up.  [Source: HRSA]

States Ask About Partial Medicaid Expansion Options

"Several states are querying the federal government on how flexible they can be with their Medicaid eligibility levels starting in 2014, given that the full expansion under the Affordable Care Act (ACA) authorizes states to cover individuals up to 133% of the federal poverty line is now optional under the Supreme Court’s ruling on the law. For states that decide not to participate in the expansion, those above 100% of poverty potentially still could qualify for federal subsidies to buy private coverage through the law’s health insurance exchanges. Read here about what kind of flexibility, if any, states will have in expanding Medicaid up to 100% FPL." [Source: Colorado Rural Health Center]
