Response from Provider Relations staff at HCPF regarding the many challenges being experienced due to the new claims payment system, the Colorado interChange, for processing payments for Health First Colorado (Medicaid) and Child Health Plan Plus (CHP+):
"We are still working to resolve the issue of long wait times and dropped calls at the HPE Call Center. HPE is hiring new agents and training them as quickly as possible, but a newly minted Call Center Rep won’t have the depth and breadth of experience that more seasoned reps will have in time. We are grateful that many of our reps have previous experience with Xerox and are able to “translate” provider concerns more easily.
We are also being impacted by a high number of provider calls that could have been resolved by using our online resources, which we update on a daily basis. Please be sure that your colleagues are aware of our online resource page: https://www.colorado.gov/hcpf/ provider-resources. This is where we post updates on known issues and potential workarounds or resolutions, as well as Cheat Sheets and FAQs that are being developed based on provider feedback. We also encourage all providers to take all the relevant Webinar trainings, read the updated provider manuals, etc. so that they are current on important changes in the new system.

We are concerned to hear about patient prescription issues, as those need to be resolved immediately for our members. Are the safety net clinics getting the support they need from Magellan to resolve those issues? If not, please send me the pertinent data and I’ll get the issue escalated internally.
Finally, we have established a tracking form to report issues we hear about from our providers. This list of issues is reviewed and triaged daily so that we can address systems issues as they are reported and assist providers who are in critical need of support in order to meet payroll, etc. HPE is performing systems changes every evening starting around 7pm, often running until midnight. We hope that these changes will soon help providers move through the system more easily."

HCPF recently launched a
new Claims Payment System, the Colorado interChange, for processing payments for Health First Colorado (Medicaid) and Child Health Plan Plus
(CHP+). In addition, a new Provider Web Portal and a new
Pharmacy Benefits Management System (Pharmacy Point of Sale system) were also recently launched. This was not only a transition to new systems, but to new vendors and new processes. The transition appears to be rough; you, along with other clinics, may be experiencing problems!

Other notes:
· There is a resolution for denials due to EOB 1473 – ‘Multiple Provider Locations for Billing Provider Specialty.’ These claims will need to be rebilled starting tomorrow morning 3/10/17. This will be communicated out on the web portal.
· Submitting claims in provider web portal – the error message when submitting claims has been resolved.
· An additional financial cycle ran on Tuesday 3/7, in addition to the first financial cycle which ended on Sunday night at 7pm.
· To register for an account on the Provider Web Portal, the display name cannot have a space (e.g. JohnDoe not John Doe). Please see this work-around for more information.
· HPE wait times and dropping of calls (not on purpose) is HPE’s highest priority; hiring and training additional agents

Primary Care Payment Reform!
As the State continues to shift to value-based payment through the Accountable Care Collaborative, they are putting together a series of work groups to work through the details of primary care payment reform. They need the input of primary care practitioners to help fully operationalize payment reform and make a number of substantive operational decisions. They are inviting you to participate in these work groups to provide your insight and feedback. The State and primary care providers can work together to create value-based purchasing models that:
- provide for a long-term sustainable investment strategy in primary care
- reward performance
- create revenue streams to primary care providers that do not rely on volume and allow for greater flexibility in providing care to clients
- align with MACRA which will allow primary care providers to more easily hit value-based purchasing participation targets which will not just translate into more Medicaid dollars, but more Medicare dollars as well.
There are several areas where they will need to partner with different types of experts in the community to flush out operational and policy detail to ensure the models they implement make sense from the ground level up. All workgroup activity will be shared publicly and will not be the exclusive forums for development and vetting of value-based purchasing models for primary care. A series of work group meetings covering different topics will follow the kick-off including:

4. Designation

ACC Phase II: Draft Request for Proposals Available Online
The Department of Health Care Policy and Financing (Department) has released the Accountable Care Collaborative Phase II draft request for proposals (RFP) for stakeholder comment.

Go Live Postponement...Now What?
The new Go Live date for the Colorado interChange is March 1, 2017. The Department is exploring
a Go Live date for the PBMS of February 25, 2017; however, this date has not been finalized. The
Department will provide another update when the new Go Live date for the PBMS is confirmed.
The additional four months will allow providers more time to complete the enrollment and revalidation process, to receive comprehensive training, and prepare for associated changes in their business processes. The Department will conduct additional systems testing during this time as well. The Department has created this guide to help inform and prepare providers for this change. Open Enrollment Information Handout for Clients
The Department has created an information sheet for providers to hand out to clients that explains a little about Open Enrollment and the benefits of being insured. The information sheet has been uploaded onto the Provider Information page on our website. We will briefly discuss this handout at the next Stakeholder Forum on October 27, 2016, but providers are encouraged to begin distributing this information to clients immediately, as Open Enrollment will begin on November 1, 2016.

Go Live for new claims payment system has been postponed!
On October 11th, Health Care Policy & Financing (HCPF) made the decision to postpone the Go Live date of:
• their new claims payment system (the Colorado interChange),
• The new provider web portal, and
• The new Pharmacy Benefits Management System.
The new Go Live date is March 1, 2017. Providers should continue to use their current processes for submitting claims, prior authorization requests and provider enrollment updates. Claims will continue to be processed and paid as they are currently.
The additional four months will allow providers and partners more time to complete the enrollment and revalidation process, receive comprehensive training, and prepare for associated changes in their business processes. HCPF will conduct additional systems testing during this time and will post updates and resources including revised deadlines on their Provider Resources web page.

Providers should not pause in their efforts to revalidate. If you have not started the process, PLEASE START IMMEDIATELY. For those providers who have started an application, it will continue to process. ACC Phase II RFP Update
Currently, the Accountable Care Collaborative Phase II Team is working diligently with internal subject matter experts to finalize the draft request for proposals (RFP).We look forward to sharing the draft RFP for community member review and feedback on or near October 31. We have updated our timeline for the release of the RFP to accommodate additional internal review.
In the coming month, we plan to release the dates and times of a series of webinar/phone and in-person opportunities for community members to learn about the draft RFP and to provide feedback. The in-person meetings will take place in various locations across the state. Information will be available on Colorado.gov/HCPF/ACCPhase2 and shared via this newsletter.

Primary Care Fund Workgroup Seeking Volunteers
The Primary Care office will soon be establishing the Primary Care Fund Workgroup that had been mentioned at the Annual Stakeholders meeting. This workgroup will offer information and recommendations to the Department on selected topics. They are asking for volunteers, from which 5 or 6 participants will be selected. While the workgroup will be small, we will communicate decisions reached by the Department broadly.

Senior Dental Program's Revised Rules Changes
The Department of Health Care Policy and Financing had the public rule review meeting on August 22, 2016 and received comments from stakeholders regarding the Senior Dental Program’s revised rules. The Department has made changes and the attached document is the version (this includes a clean copy) of the proposed rules and will be discussed at the Medical Service Board meeting on September 9, 2016 starting at 9:00 a.m. The revised rules will also be discussed at the Dental Advisory Committee meeting on September 13, 2016 from 2:00 to 4:00.

HCPF to Seek Federal Authority Waiver for ACC Phase II
Through ongoing conversations with the Centers for Medicare & Medicaid Services (CMS), the Department has received guidance that they can seek the necessary federal authority for the program through a 1915(b) waiver. A new 1915(b) waiver will give the Department the federal authority to fulfill key components of Phase II, including automatic enrollment of members into the ACC and the utilization of one entity per region to administer primary care and behavioral health services for members.
The Department intends to formally submit the waiver draft to CMS on September 1st in order to open up a dialogue with them and move towards the final draft submission in 2017.

A Few Spots Left...eConsult Rheumatology Test Group!
The Department of Health Care Policy and Financing is starting a new eConsult program test group designed to use an online electronic consultation system built into CORHIO’s health information exchange. The system enables primary care providers and physician specialists to easily discuss care for Medicaid clients and securely share health information (medical records, lab results, imagery, etc). At this point HCPF is establishing a small test group with Rheumatologists from UCHealth and Denver Health as well as about 10 primary care practices/clinics to evaluate the system.
The test group will help with rheumatology access for your providers and clients as well as benefit the evaluation of the eConsult system. The only requirement is that the clinic must already be registered with CORHIO (meaning access to Patient Care 360 platform).

- The eConsult system is integrated into CORHIO – so there won’t be a giant leap for providers/staff who are already familiar.

- HCPF is paying PCMPs $10 for each eConsult. It’s like a curbside consult, but better and there’s payment.
- You all decide when it’s useful (no giant commitment for test group)

Health First Colorado is official!
As of June 27, 2016, the Colorado Medicaid program is now called Health First Colorado. The new name reflects the significant improvements that have been made to modernize Colorado's Medicaid program to better engage members and improve the quality and coordination of care. The Health First Colorado rename has been made possible through grants from the Colorado Health Foundation and Caring for Colorado Foundation.
The name itself - Health First Colorado - aims to convey the Department's commitment to putting its members' health first, as well as encourage its 1.3 million members to put their own health first.

Providers MUST revalidate by August 1st!
Starting October 31, 2016, Health First Colorado claims and encounters submitted by providers who have not enrolled and/or revalidated will be denied.
The deadline for Medicaid provider revalidation is rapidly approaching! Providers who do not begin the revalidation process by August 1, 2016 put themselves at serious risk for delayed payments as revalidation may take several weeks.
By completing the enrollment/revalidation process now through the Online Provider Enrollment (OPE) tool, providers will not experience delays in payment when the new enrollment and claims management system, Colorado interChange, launches onOctober 31, 2016.

Future of CHP+?
While federal financing for the Children's Health Insurance Program (CHIP) was extended through September 30, 2017, it is unclear whether or not Congress will consider extending federal financing beyond 2017. Due to this uncertainty, the Department has been planning and considering alternative policies and models to ensure that the children and pregnant women who are covered by Child Health Plan Plus (CHP+), Colorado's CHIP program, will have access to comparable sources of physical and behavioral health and dental coverage with respect to affordability, adequacy of benefits and availability of services.
The Department will be hosting a public meeting to discuss options in more detail and to receive feedback and advice from interested stakeholders.

Due to this uncertainty, the Department has been planning and considering alternative policies and models to ensure that the children and pregnant women who are covered by Child Health Plan Plus (CHP+), Colorado's CHIP program, will have access to comparable sources of physical and behavioral health and dental coverage with respect to affordability, adequacy of benefits and availability of services.
The Department will be hosting a public meeting to discuss options in more detail and to receive feedback and advice from interested stakeholders.
