What's next at the national level with health care reform?

A last ditch effort to repeal the Affordable Care Act (ACA) failed last night/early this morning in the Senate. So...for the moment...things are over. Find out exactly what happened:
Thank you, you did it!
"As you are no doubt aware, last night the U.S. Senate failed to pass an ACA repeal bill. Congratulations!  You raised your voice. You made phone calls and signed petitions. You showed up for rallies and town hall meetings. You stayed engaged and demonstrated the power of many voices coming together.  You can breathe a sigh of relief that we have salvaged health care for millions of Americans. The proposals that were put forward for repeal would have increased the number of uninsured in this country by at least 15 million, destabilized insurance markets and reduced consumer protections. All the proposals were fatally flawed. But, while we can and should take a moment to celebrate this victory, we do so knowing that there is a great deal of work to be done to improve access, affordability and equity in our health care system. Now, with the repeal votes behind us, we hope that we have the opportunity to pursue thoughtful, well-grounded solutions in a transparent and bipartisan way. Let's move forward to pursue policies that will increase equity, affordability and access and reduce costs in the health care system.

Community Safety Net Clinics “Beyond ClinicNET”

Since May a Community Safety Net Clinic (CSNC) Steering Committee has been working on creating a path forward for CSNCs post-ClinicNET. Philanthropic funders have indicated an openness to entertaining a proposal for business planning enabling CSNCs to re-imagine working together in support of collective core activities and needs. The Steering Committee engaged the Center for Health Progress to help facilitate this effort and they have developed a proposal to guide CSNCs through a process that will identify a clear sustainable governance path forward together. What's next at the national level with health care reform?

The Colorado Health Policy Coalition shared this on Monday:

"This weekend, Senator McConnell announced that the US Senate would not take up a vote on the federal health care bill this week. The delay was announced after Senator John McCain underwent an unexpected surgery on Friday to remove a blood clot above his eye. It was also announced over the weekend that the Congressional Budget Office’s revised analysis of the Senate legislation will not be released today (Monday), but is still expected sometime this week. There is no new timetable for action on the Senate bill.

This delay in the political process provides a good opportunity to catch up on the policy included in the latest proposal. Here are some useful resources re: what is included in the Senate proposals and how the policy changes would impact states, including Colorado:

The latest from the Protect Our Care Campaign:
"What a rollercoaster! So far this week the repeal effort has been dead, then alive, then dead, and now alive again. And things continue to change rapidly, but the fact they are having so much trouble getting the votes to pass repeal is thanks to your hard work and tireless actions.

Here's where we are at the moment. The Senate is expected to vote on a "motion to proceed" to start debate on a repeal bill early next week. What bill they vote on is an open question, whether it's a tweaked version of the Better Care Reconciliation Act (BCRA) or a bill that would repeal many components of the ACA without any replacement (repeal without replace). Either way we know the bill will be very bad for Colorado.

Keep up the pressure. Contact your Senators! Tell them to reject repeal and start over with a bipartisan process!

If the Senate passes a repeal without replace (Obamacare Repeal Reconciliation Act), it will:
  • Take away health coverage from at least 600,000 Coloradans
  • Take away health coverage away from 17 million Americans next year
  • Take away health coverage away from 32 million Americans by 2026
  • Give $613 billion in tax cuts to the wealthy while ending the Medicaid expansion and financial assistance to make private insurance more affordable
  • Premiums would rise 25% next year and double by 2026
  • The health insurance market would likely go quickly into a death spiral
If the Senate passes the revised BCRA, it will:
  • Take away health coverage from more than 600,000 Coloradans
  • Take away health coverage away from 15 million Americans next year
  • Take away health coverage away from 22 million Americans by 2026
  • Give $541 billion in tax breaks to the wealthy and insurers, pharmaceutical companies, and other big corporations
  • Gut Medicaid with over $700 billion in cuts, leaving a $15 billion hole in Colorado's state budget
  • Allow insurers to offer skimpy plans with average deductibles of $13,000 for an individual while cutting financial assistance to make coverage more affordable
  • Older people will get charged much higher premiums
  • Guts protections for people with pre-existing conditions and will price sick people out of health insurance (if Cruz Amendment is included in the bill)

This Friday, July 21st, 4-6pm: Honk & Wave Health Care: Senator Gardner has been avoiding speaking to constitutents since January. Yet, he's scheduled to speak at the opening session of the Western Conservative Summit this Friday evening. Let's send him a message that Coloradans won't let our voices go unheard on health care. Let's get the cars honking and makes some noise!
We will be meeting at the Big Blue Gear along 14th Ave. outside the Colorado Convention Center Building. We will bring some signs with us. If you bring your own, make sure the writing is big enough for drivers to read quickly!

What's next at the national level with health care reform?

The Colorado Health Institute has begun dissecting the latest version of the Better Care Reconciliation Act: "We have updated our matrix of how the bill compares to the House version and the Affordable Care Act. Check it out here. And we have a blog about the highlights for Colorado. Although large Medicaid cuts seem likely to occur under the new bill, we are investigating whether it could limit Medicaid cuts to Colorado compared with earlier versions of the bill." 

From the Colorado Health Policy Coalition this morning:

"The wild ride on health care continues…As expected, this morning Senate Republican leadership unveiled a new version of their health care proposal. It is largely the same as the version that was circulated before the 4th of July recess. Significant changes include:
·      A new provision allowing insurers to offer some health plans that do not meet the essential health benefit package required by the Affordable Care Act, so long as they also offer at least one plan that meets the EHB standard.
·      $70 billion of additional money for the state stability fund to support high risk pools and other strategies to help people with health care conditions access coverage.
·      $45 billion of additional money for the opioid crisis – a significant increase from the $2 billion included in the earlier Senate bill.
·      Retaining some of the Affordable Care Act taxes. The previous Senate bill eliminated ACA taxes.
·      Medicaid policy is largely the same from the previous Senate proposal. The only significant change is a provision to allow states more funding flexibility during a public health crisis.

 Full text of the bill is available here.
 A new analysis of the revised bill is expected from the Congressional Budget Office next week. Senate leadership has expressed plans to hold a vote next week too. However, it is not at all clear that the bill has sufficient support to pass.
 Also this morning, in a surprise move, moderate Republican Senators Bill Cassidy and Lindsay Graham said in a joint interview on CNN that they plan to unveil an alternative proposal. Their bill will be largely focused on giving states control over health care policy and spending. It is unclear if the Cassidy / Graham proposal is a back-up plan in case leadership’s bill fails or if it will be considered as an alternative / competitive proposal. 
The next week is shaping up to be an interesting and meaningful one for health policy. Stay tuned."

The latest from the Protect Our Care Campaign:
"The Senate is back from recess, and today released a revised Health Care Repeal bill that is worse for Coloradans. A new amendment would allow the sale of cheap, deregulated insurance plans as long as each insurer provides 1 Obamacare-compliant plan.
The Senate is planning on voting on this bill next week. Call Senator Cory Gardner today!
This new proposed Senate bill:
  • Ends Medicaid expansion, under which 450,000 Coloradans have gained coverage
  • Drastically cuts and caps the entire Medicaid program - putting coverage at risk for 1.3 million Coloradans who are enrolled in Medicaid and shifting $15 billion in costs to the state by 2030
  • Raises premiums and deductibles for millions of Americans who buy coverage in the individual marketplace by slashing tax credits and eliminating assistance to lower out-of-pocket costs.
  • Older people and people in high cost areas would see especially large cost increases for worse coverage.
  • Guts consumer protections, leaving people with pre-existing conditions without access to needed health care. The bill's "Cruz Amendment" would eviscerate protections for people with pre-existing conditions.
  • Continues to give $400 billion in tax cuts to the wealthy, drug companies, insurers, and other corporations.
