HCPF Policy Updates

Elimination of Five-Year Bar for Lawfully Residing Pregnant Women and Children

"Effective July 1, 2016, the removal of the five-year waiting period is extended to all Health First Colorado (Colorado's Medicaid Program) children in the following non-MAGI categories: the Health First Colorado Medicaid Buy-In Program for Children with Disabilities, Health First Colorado Medicaid Buy-In Program for Working Adults with Disabilities, Breast and Cervical Cancer and all Home and Community Based Services Waiver programs and the Nursing facilities Hospital Institutionalized program. The removal of the five-year waiting period will also apply to children in the state-subsidized adoption group and the Chafee independent foster care adolescent group.

Following this change, the Department will have eliminated the five-year bar for all lawfully residing pregnant women and children in Colorado who qualify for Health First Colorado (Colorado's Medicaid Program) or CHP+.

Medicaid Policy Update for Individuals Residing in Community Corrections Facility (or "Halfway Houses")

In response to recent federal guidance, the Department of Health Care Policy and Financing (HCPF) issued a policy statement which explains, effective June 1, 2016, Medicaid-covered services are available to residents of Community Corrections facilities (often referred to as half-way houses) who meet other Medicaid eligibility criteria, including individuals who reside at the facility involuntarily.

When applying through Colorado.gov/PEAK for Medical Assistance benefits, applicants should not indicate they are currently incarcerated if they are living in a community corrections facility. At this time, it will also be possible for individuals to receive real-time eligibility determinations. For the full policy statement click here.

“New! PEAK Monthly Training Tips: Join the PEAK Outreach Team on Wednesday, April 20, as we kick off a new series of monthly web conferences. Informed by the needs of our community partner network, each session will provide the opportunity to engage in Q & A and share best practices with other organizations. “Upcoming January 2016 Updates: The State CBMS PEAK team has released a summary of updates that will be implemented in PEAK on Sunday, January 10, 2016.

Medicaid Scam Alert from HCPF: Colorado Medicaid is alerting employers about a possible scam where employers or their payroll departments receive a letter or court documents claiming to be a "Medicaid Reimbursement Plan Garnishment" or something similar. How to Report Technical Issues: This reference guide is for community partners to effectively and efficiently report technical issues encountered with PEAK or Connect for Health Colorado online application and eligibility systems.

Colorado PEAK Updates

"November Updates:
  • Medical Assistance Disability Application: The State's disability determination application for Medical Assistance programs was incorporated into PEAK in June 2015; however, it was removed from PEAK on November 22 for review and reformatting. Applicants who require a disability determination will be prompted to print the disability application, which was the process prior to June.
  • Error message on Job Income page in PEAK: Some applicants reported receiving an error message on the Job Income page in PEAK that indicated, "Your session has ended because of an error." This issue was resolved by Friday morning of last week. Those who experienced this issue should now be able to complete their application.

PEAK Enhancements - Register for Training:
  • September Enhancements: We will be hosting a webinar on September 18 at 10:30am for the September enhancements. This webinar will be brief, as it includes just a few of the PEAK updates planned for the fall season.
  • October Enhancements: In October, PEAK will be updated with the additional enhancements planned for Fall. We will hold live webinars as well as regional training sessions where you will have the opportunity to learn about these PEAK enhancements. Registration for the October webinars is open; however, we are currently finalizing the locations for regional training.
The schedule for the regional training sessions and more information on the October enhancements is yet to come, so please watch for an announcement or check for updates on News & Events page of our website at www.peakoutreach.com/peaknews.

2015 Building Better Health Event: As a reminder, the statewide health coverage open enrollment event, Building Better Health: Enroll 2015, is quickly approaching. In addition to training on the health coverage application process and Marketplace plan selection, attendees will have access to the latest uninsured data and coverage resources, with lots of time to network with other health coverage guides, assistance site navigators, certified application assistants, brokers, community-based organizations and advocates. PEAK Updates: Client Correspondence Issues

"The Governor's Office of Information Technology (OIT) CBMS team and its partners would like to share the latest information on client correspondence issues.

As you know, the PEAK Mail Center was not available between July 9 and July 28, 2015. However, we  would also like to inform you that this issue was tied to a breach that occurred between May 25 and July 5, 2015 in which client correspondence notices were mistakenly mailed to unintended recipients. It has been determined that a HIPAA breach impacted 1,622 CBMS clients and a social security number breach affected 1,258 CBMS clients. The technical error that caused notices to be mailed to unintended recipients was fixed on July 5 to prevent the problem from continuing. PEAK Updates: website enhancements

“You may recall last year when the new PEAK logo was introduced, it came with news that a PEAK website redesign would follow in summer 2015. We are excited to announce that time is here!  Among other enhancements scheduled for June 21, the PEAK website will receive a highly anticipated face-lift. The updated PEAK website will bring enhanced accessibility and usability for clients while aligning aesthetically with the State of Colorado's branding initiative, brandCOLORADO.

PEAKHealth Mobile App Now Available

“The Department of Health Care Policy and Financing (HCPF) released a new mobile app for Coloradans enrolled in Medicaid and CHP+. Clients can use the PEAKHealth app to update income or upload paystubs, update contact information, set up premium/enrollment fee payments, view medical ID cards and benefits, and find a doctor. The app also includes health and wellness tips. There are two ways to use the app; clients can log in with their Program Eligibility and Application Kit (PEAK) account or anyone can use the app without logging in. Current Medicaid and CHP+ clients can create a PEAK account at any time. At this time clients still need to visit the PEAK website to create an account. “April Enhancements:
  • Spanish Translation: Resolved: Three issues were found in the Spanish application. Am I Eligible was missing text, the page for requesting a medical card was only partially translated, and the household member summary page contained errors.
  • COBRA End Date: Resolved: In Report My Changes, PEAK was not queuing the correct pages when reporting an end date for COBRA.
  • Application Status: Resolved: Some individuals were able to submit their application more than once due to an error with application status displaying incorrectly as "Not Submitted."

Policy Changes & PEAK Enhancements Coming on March 22

“On Sunday, March 22, 2015, the state will update several Medicaid rules, and will also enhance portions of the Program Eligibility and Application Kit (PEAK) through a major update to the Colorado Benefits Management System (CBMS). Please read this summary of upcoming changes. Medical Assistance updates (i.e. Medicaid and Child Health Plan Plus) begin on page three.

The PEAK Outreach Team will provide online training for community-based organizations on two dates. The training is recommended for all community-based organizations, even if you are not currently using PEAK.
  • Wednesday, March 18, 2015, from 2:00 to 3:15 p.m. Register here.
