SIM Team Status Updates

“The SIM Team will be holding a working meeting for the SIM workstreams from 9:00 AM to 4:00 PM, on Thursday, November 20, 2014, at the History Colorado Center (1200 Broadway, Denver, Colorado, 80203). Kaiser Permanente’s Colorado Bridge Program

Kaiser Permanente Community Benefit provides a Charitable Health Coverage (CHC) Program in all regions. Kaiser Permanente Colorado (KPCO) has a new CHC Program, Colorado Bridge Program. The Colorado Bridge Program is designed for those who are uninsured with no access to other coverage, and meet program eligibility criteria. The program helps eligible members pay for a standard Kaiser Permanente Individuals and Families (KPIF) plan, KP CO Gold HMO 0/20, and also allows them to receive cost-sharing assistance through Medical Financial Assistance (MFA) for most services received at KP facilities. Clinical Quality Improvement Project - breast, cervical and colorectal cancer screening

"The American Cancer Society and the CO Dept. of Public Health and Environment (CDPHE) are partnering on a project that will be offered to clinics to increase breast, cervical and colorectal cancer screening rates.

The purpose of this project is to provide your clinic with a picture of existing cancer screening practices and policies and to assist with sustainable infrastructure building that ensures breast, cervical and colorectal cancer screening guidelines are being followed and your client population receives appropriate care. Below are key highlights and benefits of the Clinical Quality Improvement Partnership Project:

Colorado Children’s Healthcare Access Program Updates

HCPF requested and received authority to continue the increased reimbursement for office visits and vaccine administrations beginning January 1, 2015 until at least July 1, 2016. The rate increase will be added to the actual Medicaid fee schedule rates rather than being a lump sum quarterly payment as is currently paid.

This fee schedule increase will result in higher payments for any provider that bills office visit E&M codes and vaccine administration codes. No attestation will be required. More information will be in the November Medicaid Provider Bulletin.

Substance Abuse Screening Tool

The CRAFFT is a standardized behavioral health screening tool for use with children or adolescents under the age of 21 and is recommended by the American Academy of Pediatrics' Committee on Substance Abuse. It is free to use and consists of only 6 questions. There are two different versions currently available – one is administered by the provider and the other is self-report (to be filled out by the adolescent). The CRAFFT has been translated into multiple languages, including Spanish, Turkish, Vietnamese, Chinese, Portuguese, Laotian, Khmer, Japanese, Hebrew, French, and Haitian Creole.

The next meeting of the Colorado Commission on Affordable Healthcare will be Monday, October 27, 2014 from 12:30 to 4:00pm. Commission members will begin the meeting with an Executive Session at 12:30pm. The public portion of the meeting will begin at approximately 1:30pm.

Community Dialogues to Inform The Colorado Health Access Fund at The Denver Foundation

"The Denver Foundation has asked the Colorado Health Institute to conduct research to help ensure the most effective and impactful grant-making strategy for its new Colorado Health Access Fund. The goal of the fund is to increase access to health care and improve health outcomes among Coloradans across the state who have the highest health care needs.

Findings from the Colorado Health Institute’s research will support the fund’s commitment to an equitable allocation of resources among rural, suburban and urban areas. National Diabetes Education Program Tools to Help Promote National Diabetes Month

November is National Diabetes Month, and the National Diabetes Education Program (NDEP) has developed a variety of promotional tools, including diabetes management resources, key messages, template news release and feature articles, YouTube videos, and more.

Throughout National Diabetes Month, NDEP and its partners will promote “Be Smart About Your Heart: Control the ABCs of Diabetes” to help people with diabetes learn they are at greater risk for heart disease, and also how they can lower that risk by managing the diabetes ABCs: A1C test, Blood Pressure, Cholesterol and Stop Smoking.

Grants for School-based Prevention and Intervention Programs for Substance Use

The Colorado Department of Health Care Policy and Financing released a request for grant applications (RFG) for The School Based Substance Abuse Prevention and Intervention (SAPI) Program. SAPI is a program that grants funds to schools, community-based organizations and health organizations to reduce the risk of marijuana use, alcohol use and prescription drug misuse by Colorado youth between 12-19 years old. Programs using SAPI funds must be school-based prevention and intervention programs that use evidence based strategies, practices and approaches. The SAPI Program was created with the passage of Senate Bill 14-215 (Colorado Revised Statute 25.5-1.206). CCHAP Updates

“We are receiving many inquiries in regards to the future of the so-called supplemental Medicaid payments that bring reimbursement rates up to Medicare rates for primary care evaluation and management services and vaccine administration. There is good news for primary care providers in Colorado!

Lobbyists Ruth Aponte and Sara Odendahl and the Colorado Chapter of the American Academy of Pediatrics have released this information... "However after significant lobbying by Colorado’s physicians, members of Colorado’s Joint Budget Committee unanimously agreed to continue the enhanced primary care rates (approximately $18.4 million in FY 14/15).  Additionally, providers will no longer have to undergo the cumbersome self-attestation process.  Beginning July 1, 2014, primary care providers in the state Medicaid program will continue to receive increased reimbursement rates, equal to Medicare rates, as originally provided by the Affordable Care Act."

New commission will work to reduce Colorado’s high suicide rate

“Colorado has one of the highest suicide rates in the nation. Last year, more than 1,000 Coloradans died by suicide. The state Legislature created the Suicide Prevention Commission of Colorado to help guide the state’s efforts in this area. Dr. Larry Wolk, executive director and chief medical officer of the Colorado Department of Public Health and Environment, appointed commissioners Oct. 1, including representatives from state agencies, law enforcement, interfaith community, business, and the agriculture and ranching industries.

The commission begins meeting this month to identify statewide priorities in suicide prevention. The first meeting is October 17th 8:30am at Reading Room, Health Sciences Library, University of Colorado, Anschutz Campus. All meeting are open to the public. “We know that the most effective way to explain a complex healthcare policy issue is by using the stories of real people impacted by the policy. They help us cut through the noise and demonstrate the real and immediate need for change. Stories provided by individuals and families will be used to assist the CHIP Works Colorado Coalition in pushing for funding for the program that is currently slated to run out in 2015. Stories will be shared in a number of different ways including sharing with legislators, their staff members, other policy advocates, or the media, as well as online.

“AmeriCares is expanding its Ebola response to include the staffing and operation of an Ebola Treatment Unit (ETU) in Liberia with our partner, the International Organization for Migration. Healthier Colorado – "We’re not done listening"

“We just completed our statewide tour to introduce our organization (Healthier Colorado) to folks around their state and gather their perspectives on how to get Colorado healthier. The tour has taken us to eight cities all across the state of Colorado, from the Eastern Plains, to the Western Slope, to the San Luis Valley, to the Front Range. In each city, we met with local community health advocates and leaders. We met with elected officials, health care providers in hospitals and clinics, school administrators and health activists. We talked about some of the great work they're doing to improve the health of their communities, as well as some of the challenges they're facing.

While each one of these communities is unique, some common themes emerged over the course of our trip. All across the state, people said they want to continue to advance the quality of our healthcare system while also reducing the rise of costs and to make our system as efficient as navigable as possible. We heard widespread concern about components to support healthy living, including access to affordable and healthy food as well as physical infrastructure and school curriculum to support physical activity. A desire for better cultural competency was cited in the interest of better communication with the Latino community. Finally, rural communities described challenges that were particularly pronounced in their communities, including access to health care providers.

Enlightened by these conversations, we're exploring new ideas for campaigns to improve public policy at the state and local level. Even though our statewide listening tour has concluded, we are still very much in listening mode. We always want to hear your ideas about how we can #GetCOHealthier. New updated Speak Now website focuses on alcohol and other drugs

Speak Now is a statewide social marketing campaign from the Office of Behavioral Health, designed to help parents talk with their kids about the dangers of teen drinking. It is now a known resource for parents and caregivers throughout Colorado on starting or continuing to have a conversation with their kids around alcohol.

As the next phase of the Speak Now campaign begins, the Office of Behavioral Health has redesigned and updated the Speak Now website to focus on having conversations around alcohol and other drugs. A few highlights of the new site include: how to talk to your child at each state of life; a list of other drugs; downloadable graphics for social media and websites.” [Source: COPrevent]

The fourth annual Corps Community Day will take place October 10 from 6-8pm at the Crowne Plaza Denver Airport. The free event highlights primary medical, dental and behavioral health care for underserved in Colorado. It is an opportunity for students, residents, providers and safety net health care facilities to network. Komen Colorado released request for applications to fund breast cancer projects

Susan G. Komen Colorado announces a Request for Applications to fund breast health and cancer projects to be completed April 1, 2015 - March 31, 2016. Applications are due by 5 p.m. MT Nov. 17 for breast projects that provide the following services to medically underserved communities in Komen Colorado's 22-county service area:
  • Screening and diagnostics
  • Treatment
  • Non-medical patient support
  • Breast health education and patient navigation
