Maintenance Medications By Mail Now Available to Health First Colorado Members
The Department of Health Care Policy and Financing announced today that members of Health First Colorado (Colorado's Medicaid program) can begin receiving health maintenance medications by mail. Previously, Health First Colorado members could only get maintenance medications through the mail in very limited circumstances, such as a proven physical hardship. Receiving maintenance medications by mail will increase convenience and efficiency while improving consumer choice and health outcomes. Click HERE for the rest of the article.

Health First Colorado Go Live Postponement
The Department made the decision to postpone the Go Live date of the Colorado interChange, the new Provider Web Portal and the new Pharmacy Benefits Management System to March 1, 2017.
The additional four months will allow providers more time to complete the enrollment and revalidation process, to receive comprehensive training and prepare for associated changes in their business processes. The Department will conduct additional systems testing during this time.

60 Day Notice!
Transition to the Colorado interChange and new Provider Web Portal
New Plan InformationOn October 31, 2016, Hewlett Packard Enterprises (HPE) will assume fiscal agent operations on behalf of Health First Colorado (Colorado's Medicaid program) and Child Health Plan Plus (CHP+). These operations include the transition to the Colorado interChange (a new claims payment system) and a new provider Web Portal.
Claims Payment Delays
During the transition to the new Colorado interChange, there will be a delay in payments for ALL providers. The length of delay will depend on the type of claim you're submitting. The Department recognizes that payment delays can create challenges for providers, which is why we're providing this information now so you can plan accordingly. Unfortunately, these delays are unavoidable and no exceptions can be made.

Providers MUST revalidate by August 1st!!!
Starting October 31, 2016, Health First Colorado claims and encounters submitted by providers who have not enrolled and/or revalidated will be denied.
The deadline for Medicaid provider revalidation is rapidly approaching! Providers who do not begin the revalidation process by August 1, 2016 put themselves at serious risk for delayed payments as revalidation may take several weeks.
By completing the enrollment/revalidation process now through the Online Provider Enrollment (OPE) tool, providers will not experience delays in payment when the new enrollment and claims management system, Colorado interChange, launches onOctober 31, 2016.

Important HCPF News and Updates!
Health First Colorado is official!
As of June 27, 2016, the Colorado Medicaid program is now called Health First Colorado. The new name reflects the significant improvements that have been made to modernize Colorado's Medicaid program to better engage members and improve the quality and coordination of care. The Health First Colorado rename has been made possible through grants from the Colorado Health Foundation and Caring for Colorado Foundation.
The name itself - Health First Colorado - aims to convey the Department's commitment to putting its members' health first, as well as encourage its 1.3 million members to put their own health first.

Future of CHP+?
While federal financing for the Children's Health Insurance Program (CHIP) was extended through September 30, 2017, it is unclear whether or not Congress will consider extending federal financing beyond 2017. Due to this uncertainty, the Department has been planning and considering alternative policies and models to ensure that the children and pregnant women who are covered by Child Health Plan Plus (CHP+), Colorado's CHIP program, will have access to comparable sources of physical and behavioral health and dental coverage with respect to affordability, adequacy of benefits and availability of services.
The Department will be hosting a public meeting to discuss options in more detail and to receive feedback and advice from interested stakeholders.

HCPF Policy Updates
Elimination of Five-Year Bar for Lawfully Residing Pregnant Women and Children
"Effective July 1, 2016, the removal of the five-year waiting period is extended to all Health First Colorado (Colorado's Medicaid Program) children in the following non-MAGI categories: the Health First Colorado Medicaid Buy-In Program for Children with Disabilities, Health First Colorado Medicaid Buy-In Program for Working Adults with Disabilities, Breast and Cervical Cancer and all Home and Community Based Services Waiver programs and the Nursing facilities Hospital Institutionalized program. The removal of the five-year waiting period will also apply to children in the state-subsidized adoption group and the Chafee independent foster care adolescent group.
Following this change, the Department will have eliminated the five-year bar for all lawfully residing pregnant women and children in Colorado who qualify for Health First Colorado (Colorado's Medicaid Program) or CHP+.

Medicaid Policy Update for Individuals Residing in Community Corrections Facility (or "Halfway Houses")
In response to recent federal guidance, the Department of Health Care Policy and Financing (HCPF) issued a policy statement which explains, effective June 1, 2016, Medicaid-covered services are available to residents of Community Corrections facilities (often referred to as half-way houses) who meet other Medicaid eligibility criteria, including individuals who reside at the facility involuntarily.
When applying through Colorado.gov/PEAK for Medical Assistance benefits, applicants should not indicate they are currently incarcerated if they are living in a community corrections facility. At this time, it will also be possible for individuals to receive real-time eligibility determinations. For the full policy statement click here.
Community Corrections facilities and certified medical assistance sites are also available to assist individuals who wish to apply in-person. Click here for a list of county MA assistant sites."
