RCCO Contracts Extended for 1 Year

The Department has received approval to extend the current RCCO contracts for one year. The current RCCO contract period will now end June 2017.  A Request for Proposals will be released in the summer of 2016. This timeline change is necessary for the following reasons:
  • The new MMIS and its associated data and analytics systems will be implemented prior to 2017;
  • More time to assess lessons learned in the current  RCCO contracts and the 1281 Payment Reform Program  and incorporate those lessons into the next program design;
  • Federal innovation opportunities such as the State Innovation Model and the Innovation Accelerator Program may be better poised to be leveraged in 2017;
  • Significant change will likely require a federal waiver.
The timeline to develop the next iteration of the ACC remains very tight.   Even with an additional year before RFP publication, the Department intends to have the majority of programmatic details defined by spring 2015.
