Qualis Health Published Actionable Framework for Integrating Oral Health in Primary Care

Qualis Health recently published a white paper: "Oral Health: An Essential Component of Primary Care.” This new white paper makes the case for incorporating preventive oral healthcare as a component of routine medical care and structuring referrals to dentistry. The Oral Health Delivery Framework provides a practical method for primary care teams of all types to engage patients and families in the prevention and early detection of oral disease.

Webinar: Cancer – What’s Alcohol Use Got to Do With It?

“Alcohol use is alarmingly linked to cancer risk. Evidence shows that alcohol consumption can be directly attributed to cancers of the mouth, pharynx, larynx, esophagus, colon-rectum, liver, and breast. While significant links exist between alcohol and cancer, alcohol use is often overlooked as a risk factor for cancer and alcohol control efforts are not given proper focus in the context of cancer prevention.

Community behavioral health care providers can be important partners in state cancer control efforts by educating clients with risky behaviors about the linkages between alcohol use and cancer and healthy behaviors that reduce cancer risk. This webinar July 7, from 12:30 to 2 p.m., will provide information on the linkage between alcohol use and cancer, and discuss ways that primary care and mental health treatment providers can collaboratively address alcohol use and cancer using an integrated care approach. Connect for Health Colorado Updates

  • “It’s been a big week for healthcare reform. There was a great deal of relief Thursday with the Supreme Court’s announcement of the King v. Burwell decision. Local media, including Colorado Public Radio,  explained what it means and doesn’t mean in Colorado. Many accounts included a statement from Kevin Patterson, our interim CEO.
  • That show stopper came a few days after the release of the National Health Interview Survey. It found that the share of poor Americans who were uninsured declined substantially in 2014. The report found an increasing percentage of the population covered by Marketplace plans. For New York Times coverage, click here.
  • Narrow networks are never far from the conversation on affordable coverage. The Colorado Health Institute published a paper this week on network adequacy and the public policy questions around the issue. Read it here.

Safety Net Clinical Support Staff Loan Repayment Awards

Congratulations to the 25 recipients of the Kaiser Permanente Educational Loan Repayment for Safety Net Clinical Support Staff Program, including 3 staff members from ClinicNET affiliates Marillac Clinic, Clinica Colorado and Rocky Mountain Youth Clinics! Funded by Kaiser Permanente Community Health Fund, the program is designed to expand and modernize the safety net workforce through loan repayment and skill development webinars for clinical support staff. In October 2013, the Colorado Community Health Network, in partnership with Colorado Rural Health Center and ClinicNET, was funded to administer this loan repayment program in order to improve retention of health professionals who care for underserved Coloradans and provide affordable training development webinars for entry and mid-level staff.

During the initial loan repayment application cycle in January 2014, 26 clinical support staff with were awarded loan repayment funds to pay off education debt. Applicants are eligible to receive up to $10,000 in loan repayment, dependent on their completed years of service at their place of employment. Colorado Colorectal Screening Program – progress and updates

Although colon cancer remains the second leading cause of cancer-related death, the Colorado Colorectal Screening Program (CCSP) is helping to reduce incidence and mortality rates in Colorado by 3-4% per year. Thank you to the participating ClinicNET affiliate clinics for the important part you have played in assuring medically underserved Coloradans received screening, treatment, and navigation support as part of those efforts over the past 10 years. The Program has been able to provide colonoscopies to about 18,000 people, preventing about 575 colorectal cancers, and helping to diagnose and treat about 150 cancers.

The Program’s current 3 year contract with CDPHE ends June 30, 2015. The new award includes funding for patient navigation and training, but does not cover direct medical services for colonoscopies or cancer treatment. Clinics under contact with the Program have been notified.

We hope that your clinic will partner with us to assure medically underserved patients can receive navigation support when they are screened for colon cancer. ICD-10-CM Coding Webinar on June 25

With less than 6 months until ICD-10 implementation, this webinar on June 25, 12:00-1:00pm, will introduce you to the basics of coding in ICD-10. The majority of the coding concepts outlined in Webinar 1 (on May 18) will apply in this webinar, but we will review any guidelines and changes related to the new code set.  ICD-10 is all about specificity and this is derived from thorough provider documentation. This webinar will discuss new conceptual additions as well as chapter specific examples, which demonstrate how the code set is used in a practical setting. This webinar will cover a variety of specialties and conditions and will apply to all types of services such as family planning, school based health, chronic disease screening, and primary care.

Introducing Colorado Care Connections Program

Funding is now available for practices to join the Health Information Exchange (HIE) and access data from Colorado hospitals and labs.

CORHIO has partnered with Colorado’s Department of Health Care Policy and Financing (HCPF) to offer qualified Medicaid practices and hospitals the opportunity to participate in the CORHIO Health Information Exchange (HIE). The HIE is a secure system for the exchange of patient information between providers.

Your organization may be qualified to participate in this program. Upon signing a letter of commitment, your practice or hospital could receive:
  • Free or reduced costs for participation in the HIE (either through your EHR or via a secure online portal) **Program includes two years of HIE monthly subscription fees for up to five providers. CORHIO implementation fees will be waived. Additional costs may be charged by your EHR vendor to connect to the HIE.
  • Access to our Transformation Support Services team of experts on incentive programs and EHRs
  • An incentive when your practice/hospital is successfully sending encounter data into the HIE
  • Evaluation and training on optimal electronic health record (EHR) use, including improving EHR use within clinical workflow
  • Meaningful Use reporting for those participating in the Medicaid EHR Incentive Program
  • Guidance from our Transformation Support Services team of experts regarding certain incentive programs, quality reporting, EHR workflow design and data integrity

Regulatory Rule Review Public Engagement Meetings for CICP, Primary Care Fund and OAP

The Department will host public comment meetings, outlined below, to seek input from the public on the regulations outlined within 10 CCR 2505-10 8.900 for the CICP, Primary Care Fund and the Old Age Pension Health Care Program. These meetings are solely for the purpose of identifying those rules which are duplicative, unclear, overlapping, outdated, or inconsistent. The Department would like to involve stakeholders in the drafting process of identified rules that may be re-written to incorporate their perspectives and ideas where possible. The actual re-write of the rules will be conducted at a later date. The sections of the rules subject to this regulatory review may be found at the Colorado Secretary of State’s website.

Introducing Colorado Care Connections Program

Funding is now available for practices to join the Health Information Exchange (HIE) and access data from Colorado hospitals and labs.

CORHIO has partnered with Colorado’s Department of Health Care Policy and Financing (HCPF) to offer qualified Medicaid practices and hospitals the opportunity to participate in the CORHIO Health Information Exchange (HIE). The HIE is a secure system for the exchange of patient information between providers.

Your organization may be qualified to participate in this program. Upon signing a letter of commitment, your practice or hospital could receive:
  • Free or reduced costs for participation in the HIE (either through your EHR or via a secure online portal) **Program includes two years of HIE monthly subscription fees for up to five providers. CORHIO implementation fees will be waived. Additional costs may be charged by your EHR vendor to connect to the HIE.
  • Access to our Transformation Support Services team of experts on incentive programs and EHRs
  • An incentive when your practice/hospital is successfully sending encounter data into the HIE
  • Evaluation and training on optimal electronic health record (EHR) use, including improving EHR use within clinical workflow
  • Meaningful Use reporting for those participating in the Medicaid EHR Incentive Program
  • Guidance from our Transformation Support Services team of experts regarding certain incentive programs, quality reporting, EHR workflow design and data integrity

CCHAP Practice Manger Newsletter: Denver Health Passive Enrollment Changes

The Department of Health Care Policy and Financing (HCPF) in conjunction with Denver Health Medicaid Choice (DHMC) is modifying the DHMC passive enrollment process. The current DHMC passive enrollment process enrolls ALL Medicaid eligible Denver County residents into DHMC regardless of current plan or previous history with a non-Denver Health provider. This process has negatively affected some Medicaid population’s ability to receive services. DHMC and HCPF have collaborated and created a new process intended to decrease the roadblocks for those negatively affected.

During the month of May, the current MMIS DHMC passive enrollment logic was removed and a new process will be implemented that prevents DHMC passive enrollment of the following:
  • Medicaid clients with existing attribution to a non-DHMC provider.
  • Refugee populations that utilize Volunteer Agencies addresses as residential addresses
  • Foster children
Removing these populations from the DHMC passive enrollment process does not restrict the client from selecting DHMC as a health plan; it merely provides the client with ability to choose their plan and not be defaulted into DHMC. The modified process will be implemented beginning June 1, 2015 and will be seamless to the client and health plans.

This new process will only be applicable to newly eligible Medicaid clients and will not affect currently enrolled clients. All other existing process and procedures related to enrollment are unchanged (e.g. open enrollment, etc.).

PEAKHealth Mobile App Now Available

The Department of Health Care Policy and Financing (HCPF) released a new mobile app for Coloradans enrolled in Medicaid and CHP+. Clients can use the PEAKHealth app to update income or upload paystubs, update contact information, set up premium/enrollment fee payments, view medical ID cards and benefits, and find a doctor. The app also includes health and wellness tips. There are two ways to use the app; clients can log in with their Program Eligibility and Application Kit (PEAK) account or anyone can use the app without logging in. Current Medicaid and CHP+ clients can create a PEAK account at any time. At this time clients still need to visit the PEAK website to create an account.
