In response to recent federal guidance, the Department of Health Care Policy and Financing (HCPF) issued a policy statement which explains, effective June 1, 2016, Medicaid-covered services are available to residents of Community Corrections facilities (often referred to as half-way houses) who meet other Medicaid eligibility criteria, including individuals who reside at the facility involuntarily.

MID-JULY: Notification of Primary Care Fund Awards

"Announcement of the FY 2016-17 Primary Care Fund Grant award was tentatively set for June 27, 2016. The Department is rescheduling the award notification to mid-July.

Improvements in the application evaluation process have required more time than initially anticipated. The Department conducted an internal review of the Primary Care Fund Program in FY 2015-16. Following findings and recommendations from that review, improved and additional steps are now taken by staff during the evaluation process to ensure that each application is reviewed thoroughly and uniformly. Furthermore, the Department has contracted with a professional outside entity to validate FY 2015-16 data submissions from selected Primary Care Fund Grant recipients. This has been informative for both the Department and participating clinics. The Department is diligently evaluating the FY 2016-17 applications based on what we have learned through the data validation and appeals process for the previous year's applications. Our highest priority is to ensure that the FY 2016-17 awards will be made to qualifying clinics and calculated using accurate unduplicated, uninsured patient counts.

We apologize for any inconvenience and appreciate your patience and partnership.  Please direct any questions to primary.care@hcpf.state.co.us"

Healthier Colorado: Engaging Partners in Local Advocacy

"Informed by their travels around the state, the Healthier Colorado staff can tell you there is no shortage of public policy ideas to make communities healthier. What’s missing is the unique resources needed to run the campaigns to make them a reality. That’s where the Partnerships in Local Advocacy (PiLA) program comes in.
With PiLA,  interested community members or organizations in Colorado are being invited to request partnership support from Healthier Colorado in a local public policy campaign. You can read more about the program here.
Here’s how the program works:
1. Check out the details in their areas of interest, the types of support they offer and the public policy phase that PiLA addresses.
2. Submit a letter of intent by July 1 to tell them a bit more about your solution to the problem you want to solve.
3. If it's a good fit, they'll ask you to complete an application by Sept 2.
4. Partners will be announced on October 3.
Local policy makes a big impact on health. That’s why they chose to launch an initiative, which is believed to be first of its kind in the nation, to empower locally generated public policy ideas. You can share this opportunity by visiting this page and clicking the Facebook or Twitter share buttons at the top, or just share via email or word of mouth. Let’s get the word out so we can harness the best ideas that Coloradans have to offer."

Meet the 2016 Safety Net Clinic Week Coordinator!

Sidharth Tripathi is a senior Biology major at Colorado College. Originally from Aurora, Colorado, Sidharth has a passion for health equity. Sidharth's passion for health equity stems from his involvement with GlobeMed at Colorado College , a student-run organization that fundraises and educates the local community about global health equity. Sidharth is passionate about health equity on both local and international levels, having just recently completed a one-month long internship at a health NGO in rural Kenya. Sidharth joined ClinicNET to help advocate for the important work safety net clinics do for their communities and in the state of Colorado. He is extremely excited for the potential impact he will have as the 2016 Safety Net Clinic Week Coordinator.

A joint collaboration between ClinicNET and The Colorado Rural Health Center, the seventh annual Safety Net Clinic Week will take place from August 15th through August 19th. This is the perfect opportunity for community safety net clinics to educate their community and leaders about their role providing access to care to low-income, often medically vulnerable, Colorado residents. With the current evolution of health care, and potential unintended realities that come with such monumental change, the importance of highlighting the diversity of the health care safety net in Colorado cannot be overstated. Seize this opportunity to highlight an aspect of your clinic such as your dedicated volunteers, new programs services or partnerships; celebrate successes and highlight your work in our Colorado communities.

A “toolkit” will be posted next week, so stay tuned! The “toolkit” will include fact sheets, flyers, logo and templates for press releases, letters to the editor, invitations for site-visits, and governmental proclamations.
I look forward to working with you and seeing all that will come from the 2016 Safety Net Clinic Week.

Rate Changes! Evaluation and Management and Vaccine Administration Service Codes

"The Colorado Medicaid reimbursement rates for evaluation and management procedure codes and vaccine administration procedure codes are changing. The Department reimbursed these codes at a Medicare equivalent rate to comply with Section 1202 of the Affordable Care Act (ACA) for calendar years 2013 and 2014, and temporarily extended the Medicare equivalent rate through June 2016. The funding to reimburse the evaluation and management and vaccine administration codes at a Medicare equivalent rate ends on June 30, 2016.

From July 1, 2016 through June 30, 2017, through the efforts of the Department and provider associations, one year of additional funding is authorized to reimburse several evaluation and management categories and vaccine administration at higher than the Medicaid rates in place in December 2012, prior to the implementation of Section 1202. The evaluation and management categories with temporary funding are:

· Standard office visits

· Preventive care office visits

· Newborn visits

· Neonatal and pediatric critical care visits

· Counseling visits

While rate changes take effect on July 1st, the Centers for Medicare and Medicaid Services (CMS) must approve changes to the Department’s State Plan before the rates may be paid. Due to the timing on CMS approval, the new rates may not be paid starting on July 1. If needed, the Department will mass adjust all qualified claims in the system once CMS approval is received.

The FY16-17 reimbursement rates for these procedure codes are available online at E&M_and Vaccine Code reimbursement. These rates are scheduled to return to the December 2012 level on July 1, 2017. Categories of evaluation and management that did not receive additional funding will be reimbursed at the December 2012 level starting July 1, 2016. These include emergency room visits, inpatient visits, critical care visits (excluding neonatal and pediatric critical care visits), home visits, when visits are prolonged, and standby/warfarin/interdisciplinary conference visits.
If you have questions, please contact Richard Delaney, Policy Specialist, at richard.delaney@state.co.us.

Colorado Tele-health Network Offering Broadband Subsidies

"Colorado Tele-health Network (CTN) has a consortium of agencies receiving a subsidy from the Federal Communications Commission (FCC). This subsidy is called the Healthcare Connect Fund. Recipients of the subsidy (which includes participants in CTN's consortium) receive funding for 65% of an organization's' cost for broadband services.

Charlie Wick, with CTN, explained that "public and not-for-profit health care providers are eligible to receive support under the Healthcare Connect Fund. 'Health care provider' is defined by statute as hospitals, rural health clinics, local health departments, community health centers or health centers providing healthcare to migrant workers and post-secondary educational institutions offering health care instruction, teaching hospitals, and medical schools."

Advanced Health Literacy for Patient Navigators: June 14th

"Health information can be overwhelming. Help your clients obtain, process, and understand basic health information and services needed to make appropriate health decisions. This training is designed for patient navigators who are interested in practicing strategies to modify their written and verbal communication in order to increase patient understanding of health information."
Date/Time: June 14, 2016, 9 am-5 pm
Location: Lowry Conference Center, 1061 Akron Way, Denver, CO

Vital Clinical Documentation for the CHC Provider

"Provider documentation is at the core of effective, safe and reimbursable patient care. Yet coding, a key component of documentation, continues to be challenging for both providers and coders. CCHN created a training that includes an accessible web-based curriculum offering a step-by-step training module where participants will learn everything they need to know about: coding patient histories, physical exams and medical decision-making. The curriculum includes real life examples, and participants will see that it's not the quantity of documentation that matters--it's the quality. All CHC providers and coders are encouraged to take advantage of this training opportunity."

Cost: $100 (If cost is a barrier, please contact Sarah Macrander.)
Audience: Community Health Clinic providers and coders.

Program Year 2015 MU Attestations Due June 30th!

"The Colorado Registration & Attestation site for Program Year 2015 Eligible Professionals is now open. The site will close on June 30th, so you have approximately one month to get your attestation completed. We recommend not waiting until the final days, as you might need log-in assistance or the site could be slow due to increased activity.

CORHIO has posted new workbooks and attestation checklists to help EPs attest, so please check our website for these resources."
